The main reason I recommend a switchboard upgrade is safety. Safety switch technology has evolved fast in the last decade and so have the regulations. It is a great investment to keep your home up to date with these standarts.
A lot of the time only the actual switches need to be replaced. The old switches (circuit breakers) and the new switches (circuit breaker + RCD) look almost identical. You can identify an RCD because it has a "test" button, or says RCD or RCBO on it.
Complete switchboard upgrades need to be certified by a third party electrical inspector. This adds to the installation costs.
Broadly speaking, if the switchboard is not up to regulation and the electrician is asked to perform electrical work in the home, it is their duty to upgrade the circuit protection before commencing work.
